The average volume of waste from Jakarta to the Bantargebang TPST is around 7.000–7.800 tons per day, served by approximately 1.200 garbage trucks, where the waste is dominated by domestic or household waste, which weighs up to 60% of the total waste weight. The condition of TPST-Bantargebang waste management is very worrying. With the increase in waste volume, which has increased by 400 tons per year, the waste capacity continues to shrink until only 10 million tons remain from the 49 million tons provided at the maximum capacity. Besides that, based on information on the DKI Jakarta Provincial Government's Instagram account, @dkijakarta, open dumping at the Batargebang TPST has reached a height of 40 meters, or the equivalent of a 16-floor building. The post also said that the amount of waste going into the Bantargebang TPST was still very high even though it had been tidied up. These conditions increase the risk of landslides and damage to several supporting facilities, such as roads and waterways.
Even though the mountains of garbage at the TPST have reached more than forty meters, currently a number of garbage trucks belonging to the DKI Jakarta Provincial Government sent to the Bantargebang integrated waste processing site are still running. Even dozens of heavy equipment pieces are still working for up to 24 hours to manage the growing mountains of garbage. This is because efforts to handle waste at the Batargebang TPST have not been optimal, due to the condition of mixed waste from all categories of waste and inadequate waste processing infrastructure, making it impossible to match the amount of waste that enters every day.
What About the Future?
Responding to environmental problems caused by the accumulation of waste, the regional government of DKI Jakarta has implemented several strategic policies for handling waste, namely: (1) emphasizing or reducing waste from upstream sources, from homes, offices, markets, hotels, and other sectors; (2) providing intermediate treatment facilities (ITF) or waste processing facilities within the DKI Jakarta area; and (3) building a waste power plant (PLTSa).
The existence of the Batargebang TPST also continues to cause social problems for the community around the Batargebang TPST area. To respond to this, the DKI Jakarta Provincial Government changed the policy so that TPST does not only serve the needs of the community (service centre) in terms of waste management. But now, the role of TPST has taken into account the benefits or added value that can be generated from waste. The government is also intensifying efforts to strengthen the Batargebang Community Self-Help Group as a forum for community aspirations, and socialization is also being carried out to reduce community conflict around the TPST.
The strategic policy that has been carried out by the DKI Jakarta provincial government is expected to be the first step for successful waste management at the Batargebang TPST. To realize this, participation from various stakeholders, including the community, is needed to participate in optimizing waste management and achieving sustainable waste management.
